The body that became Bend's Chamber of Commerce adopted its constitution in the Emblem Club's room.
Nearly a hundred men of the new Bend Commercial club sat in the Emblem club's room and adopted a constitution and bylaws. Mayor J. A. Eastes was elected to preside. Several changes were made to the draft the American City Bureau's representative had submitted — that last is this project's paraphrase of the page, not its wording.
By 1920 the Emblem Club's building was simply where Bend organised itself. The paper puts the Elks there, the American Legion, the Episcopal Guild, the Women's Civic Improvement League, the fire department, the high school seniors, the militia at a quarter to eight every Wednesday, and a meeting to float a $30,000 aviation company. Bend's Elks lodge was instituted there in 1919.
